Только опять же, в эту службу можно жаловаться при отказе на территории страны ЕС, а не на территории консульства в стране не ЕС. В таких случаях оформление ВНЖ подчиняется Законам конкретной страны ЕС и не подпадает под действие Директивы

Я проживаю и работаю в UK.
Собирался пригласить к себе мать.
У матери гражданство РФ.
Мать подала на EEA/Swiss Family Member visa.
В визе отказали.
Тут кто-то писал, что Солвит дает волшебные результаты, если им пожаловаться на действия британских властей.
Ничего волшебного в ответе от Солвита я и близко не увидел.
Что Вы думаете по поводу вот этой отписки из Солвита?

As you will already know the EU comprises an area in which the free movement of EU nationals is ensured. This freedom of movement is set out in Directive 2004/38/EC.
1. As a Latvian national, you are entitled to continue to reside in the UK provided that you are economically active (either employed or self-employed) or, otherwise, have sufficient financial resources including comprehensive sickness insurance.
2. You are entitled to be joined by your mother, provided that she is dependent. She will be entitled to join you provided that she has a valid passport and a visa, described as an EEA Family Permit. This is available free of charge under an accelerated procedure (Article 5.2).
3. Your mother should provide:
• a valid passport
• evidence of her relationship to you, for example, a certified translation of a birth certificate;
• your valid passport or national identity card
• proof of your mother's dependency
