Вы понимаете разницу между:
«they did not have a place of residence or the correct paperwork (the correct documents)» И «they did not have a place of residence»?
Thomas Seemann речь ведет про the correct paperwork (the correct documents) и в это определение place of residence он не включает.
Далее он добавляет:
the three British men could have stayed in Germany and avoided a fine if they had come with a registered and approved work permit.
То есть выдворили их не по причине как Вы пишете «отсутствие обязательной в ФРГ регистрации», а по причине отсутствия registered and approved work permit.
Work permit понимаете что такое, и понимаете, как это связано с Brexit?
